Imphal, February 3: Manipur State Congress Party (MSCP) has announced that it will join alliances of ‘like-minded’ political parties “that love Manipur.” The MSCP wants to take part in alliances of parties that can work out the party’s manifesto promising to bring peace and development in the state. But, a Congress leader said, it will keep away from parties ‘concentrated with corrupt politicians,’

MSCP working president KH Devdutta said the decision to join an alliance after the election results will be taken by the party’s legislatures of the 10th Manipur Assembly whose polls were held January 28 last.

The party fielded 32 candidates in the recent elections, of which it has predicted of winning at least 12 seats. The party could not open its account in the last State Assembly polls when it put up three candidates.

The People’s Democratic Front (PDF) which was formed as a pre-poll alliance of five parties—the Manipur People’s Party (MPP), JD (U), NCP, CPI (M) and RJD– is now keeping itself busy with the formation of alliance with other parties to form a non-Congress government. It has also indicated its willingness to have talks with other non-Congress parties such as the CPI, Trinamool Congress and MSCP which are not part of the front.

In the recently held Manipur polls, PDF fielded 43 common candidates for the 60-member legislative assembly. Only the Congress contested in all the seats. However, the question as to how the Congress will come out in the 10th Assembly elections in the wake of the serious disruptions caused by a conglomerate of seven militant groups which had imposed a ban on the party ahead of the polls.

~ Susma Sharma

I am very happy that I could cast my Vote in the 10th General Assembly Election recently held in our State. I was lucky enough to cast the vote as my date of joining as System Engineer in Infosys Training Centre, Mysore got deferred by a month from January last week to February last week. Actually this is the first Election held in our state after I became eligible for voting and the best part is that I used an EVM in my first experience. It was nice to see the modern technology in the voting process. I really appreciate the Election Commission of India in giving lots of efforts to prevent proxy voting. I hope the process of taking photos of the voters by the poll personnel have prevented such things to a certain level.

I am neither a regular writer nor so good in creativity, still I don’t know why I felt like writing this time. It may be because I have used my technical knowledge (which I love to apply) in writing this. Apart from the huge success on the part of the ECI, I got certain issues raised in my mind and I would like to share those here. Are all the voters happy with the new system? In fact did the new system bring any difference to the voters? After casting my vote, I was checking various news channels to get news updates about the election process going throughout the state, and then I came across news brought by the NETV where the voters complained that they had to wait for 3-4 hours to get their turn to cast the vote. Is it fair enough to make them wait for so long? Don’t the voters have any other work and devote the entire day for voting? As I was coming out after casting my vote, I remembered one lady asking me if the queue was manageable enough, she was saying “If the queue is manageable enough then I’ll cast, otherwise I have some important work so I’ll go back”. Here I can’t blame her to be an irresponsible citizen because her work may be really important. In other hand I got a thought in my mind, are all the voters standing in queue happy to stand for so long? Don’t they have any other important work? They certainly have, but they are helpless, they have to stand. Even my 80 yr old grandfather also stood for his turn for four hours continuously (7 to 11). Can all 80+ voters stand like that? The other issue which rose in my mind is the efficiency of the process of taking photos of the voters. In the present scenario, suppose if someone comes with some other’s card and a different look (a hair cut or bandage on face) then the actual identity of the person cannot be detected and he still may cast a vote. On giving a serious thought over the issues and the present scenario I have come out with my idea of making the system more efficient and fool-proof (as I claim).

In the new system the use of manpower can be reduced by more than 50 percent and the waiting time of the voters can be reduced by 10 times or even more. In the proposed system the ECI have to make use of the biometric details (including finger prints) of the voters. The biometric details can be easily sorted out from the population database as collected by the UIDIA (Unique Identification Authority of India).

Let me illustrate the proposed system in the following steps

1. The ECI should collect the biometric details (name, constituency, age etc including the finger prints) of all the eligible voters i.e. those whose age is 18 yrs and above, from the UIDIA.

2. In each polling station, there must be a server (machines) that contains all the details of the voters under that station.

3. Ten or more Point of Service (POS, consisting of EVM in each one) will be connected to the server. The voters will use the POS to cast their votes (i.e. at a time 10 voters can cast their vote).

4. At each POS, there will be installed a scanner device that takes the finger print of the voter and only after verifying the voter he can cast his vote. The verification takes place in the following way-

◦ System takes the finger print and sends it to the server.
◦ Server matches it with the list of finger prints available (those of eligible voters).
◦ Once the user is found eligible(eligibility stands true only if his name is in the database and have not casted vote earlier on the same day) he can continue with the process, otherwise the process stops and the user has to exit immediately.

5. After being verified as an eligible voter, the voter can cast his vote using the EVM installed at the POS.

6. After the user once casts his vote his name will be removed from the list (Master list retained), thus preventing that person to cast vote anymore.

In this way the entire system of verification and vote casting can be automated besides increasing the number of voters who can cast their vote simultaneously. Lesser manpower can be used in the entire process and at a time 10 or more people can carry out the process. Thus the waiting time has been decreased by 10 times. This will also prevent the chances of proxy voting by changing the I card and change in look as told earlier. Thus I claim this method to be completely fool-proof as compared to the present system. Also the method of sending SMS regarding the number of voters by the officials in every two hour can be set in the server to perform automatically.

Three decades ago mankind might not have imagined of mobile phones and a box which disperses money just by entering a card and some details (ATM), in the same way this method may seem quite difficult but I am sure that in a decade or half, the ECI will definitely come out with practices similar to the one I have detailed above.

IMPHAL, Feb 3 : With multiple petitions pending in Court, the Manipur Civil Services Combined Com-petitive (Mains) Examina- tion 2010 which is sche-duled to be held on Fe- bruary 6 has been thrown into serious jeopardy causing much anxiety and dilemma to the candidates who have qualified for the same main exam.

After results of the preliminary exam were de- clared, some unsuccessful candidates filed a petition at the Gauhati High Court.

After hearing the petition, the Court issued a ruling to the effect that if any of the petitioners secure marks eligible for the main examinations after re-evaluating their answer sheets with regard to four controversial questions, they should be allowed to appear the main examination.

Not satisfied with this ruling, 11 petitioners filed another case at Gauhati High Court (Double Bench).

Nonetheless, in line with the High Court’s ruling, MPSC set up a re-evaluation committee and it ex-examined answer sheets of the 11 petitioners.

After re-evaluation, the MPSC issued an order declaring that one of the 11 petitioners is eligible for appearing the main exam.

In the meantime, a group of unsuccessful candidates has filed another complaint at Gauhati High Court, followed by another petition filed by another group for which the hearing has been fixed on February 6, the day of the main examination.

If the Court issues a ruling similar to the previous one, it is feared that the main examination may be put off for good, said some of the candidates who have qualified for the main exam.

They opined that it would be acceptable to all if the MPSC allows all the candidates, not only the petitioners, who secured qualifying marks to appear the main exam.

They pointed out that the MPSC Exam held in 2004 was aborted midway as the preliminary exam was conducted while a case was already pending in the Court.

They further appealed to the authorities concerned to ensure that the the main exam is conducted smoothly, free from any sort of controversy and to let them appear the same without any misgivings.

Officials said all the voters would be checked and frisked by security forces deployed entering the polling station. There are altogether 28076 electors in these 34 polling stations, out of which 14288 are female and the 13788 male voters.

Police sources told Nagaland Post that flag and route march exercises have already been started well ahead of re-poll. The operation would continue as per the guidelines of the Election Commission of India, the official added. State Election authority retained 93 out of 350 companies of Central paramilitary force personnel deployed during the last polls on January 28.

It maybe noted that, re-poll would be conducted in following polling stations— nine in 45-Chingai A/C of Ukhrul district, seven in 49-Tadubi A/C, four each in 41-Chandel and 42-Tengnoupal A/C, three in 53-Tamenglong A/C, two each in 55-Tipaimukh A/C and 56-Thanlon A/C and one each in 48-Mao A/C, 52-Tamei A/C and 57-Henglep A/C.

Re-polling in all the polling stations except four polling stations in Churachandpur district were necessitated after EVMs were damaged or snatched away by armed miscreants during poll hour on January 28. Polling in 41/40 Tampi in Chandel A/C was suspended following the shootout by NSCN cadres killing seven including one of the attackers.

New York, February 2 (AGENCIES): Noting that Facebook was not originally meant to be a company, its founder and chief Mark Zuckerberg has said he now wants it to change the way people relate to their governments and to help them get a better response for their issues and concerns.
“We hope to change how people relate to their governments and social institutions,” the social networking giant Facebook CEO said in a letter to investors ahead for its USD five billion IPO (Initial Public Offer) in the US.
“By giving the people the power to share, we are starting to see people make their voices heard on a different scale from what has been historically been possible,” he wrote.
“These voices well increase in number and volume. They cannot be ignored. Over time, we expect governments will become more responsive to issues and concerns raised directly by all their people rather than through intermediaries controlled by a select few,” Zuckerberg said.
He also hoped that “leaders would emerge across all countries who are pro-internet and fight for rights of their people, including the right to share what they want and the right to access all information that people want to share with them.”
Facebook, as also other internet firms like Twitter and Google, have been at the centre of a raging debate relating to issues like freedom of speech and the possibility of offending others with regard to the content on such web platforms.
The role of these social networks has also been crucial in cases like Arab Spring, where the people have voiced their opposition to the existing regimes through such platforms. At the same time, Facebook has faced restrictions in countries like China, North Korea and Iran.
“Facebook was not originally created to be a company. It was to accomplish a social mission – to make the world more open and controlled,” Zuckerbeg said.
He also said that a such platform can help bring in a “more honest and transparent dialogue around government that could lead to more direct empowerment of people, more accountability for officials and better solutions to some of the biggest problems of our time.”
Now as it is planning to become a publicly-held entity, Zuckerberg said, its IPO is a means to “build a lasting company” with its primary focus to build great services.
“We’re going public for our employees and our investors. We made a commitment to them when we gave them equity that we’d work hard to make it worth a lot and make it liquid, and this IPO is fulfilling our commitment,” he said.
“As we become a public company, we are making a similar commitment to our new investors and we will work just as hard to fulfill it,” Zuckerberg noted.
Eight years ago Zuckerberg founded Facebook from his Harvard dormitory room and since then the company has metamorphosed into a global social network giant. The recent public offering could value the company between USD 75 billion and USD 100 billion.
“We believe that we have an opportunity to have an important impact on the world and build a lasting company in the process. I look forward to building something great together,” Zuckerberg said.
“We don’t wake up in the morning with the primary goal of making money, but we understand that the best way to achieve our mission is to build a strong and valuable company.”
“By focusing on our mission and building great services, we believe we will create the most value for our shareholders and partners over the long term — and this in turn will enable us to keep attracting the best people and building more great services,” Zuckerberg said.
Facebook, which allows its users to post and share their content with others, has helped more than 800 million people map out more than 100 billion connections so far.
“We think a more open and connected world will help create a stronger economy with more authentic businesses that build better products and services,” he said.
Zuckerberg said that more than four million businesses have a presence on Facebook to connect with their customers and he expected this trend to grow further.
He listed five core values on which Facebook runs — Focus on Impact; Move Fast; Be Bold; Be Open and Build Social Value.

DHARAMSHALA, February 1 (AGENCIES): An exclusive report by a British daily has revealed that the latest round of border talks between India and China, held mid-January, ended in a deadlock after Beijing insisted it would settle for nothing less that “its share” of Arunachal Pradesh.

The 15th round of Sino-Indian special representative talks held in New Delhi had concluded on January 17 with the two Asia giants claiming to have made ‘substantial progress’ during the two-day meeting. However, the dailymail.co.uk in a report dated January 28, said that behind the façade of bonhomie, lied bitter, unsolved contentions.

Citing “highly placed” sources privy to the discussions between the two special interlocutors – National Security Adviser Shiv Shankar Menon and his Chinese counterpart, state councillor Dai Bingguoa – the daily reported things went off track after Beijing insisted that India should first discuss the eastern boundary in Arunachal Pradesh.

“The hosts were surprised when Dai, couching his query in diplomatic niceties, asked Menon how much territory New Delhi would part with,” the daily quoted sources as saying.

Menon, who has formerly served as envoy to Beijing, reportedly argued that under article 3 of the guiding principles of the Sino-Indian boundary discussions, both sides should make meaningful and mutually acceptable adjustments to their respective positions on the boundary question, so as to arrive at a package settlement to the boundary question. The keywords in the mentioned principle being “a package settlement” referring to boundary settlements in all the three sectors – eastern, western, and middle border regions. India and China occupied Tibet share a 3488 km long disputed border which was the cause of a short but bloody war in 1962. While China claims the whole of the eastern Indian state of Arunachal Pradesh as its territory, India wants back a large area of land from the northern Aksai Chin area that China occupied after the war.

China’s insistence on taking “its share” of Arunachal Pradesh is also seen as a deviation from a previously agreed principle in 2005, when both sides had decided not to disturb settled population. “But Beijing simply stuck to its guns and told India to first put on the table its proposal for the division of Arunachal Pradesh, specifying the proportion of territory swap,” the report cited sources as saying.

The 15th round of special border talks was scheduled in November last but had to be cancelled after China demanded India scrap an international religious gathering where the Tibetan spiritual leader His Holiness the Dalai Lama was to give a valedictory speech.

‘India preparing for limited conflict with China’

WASHINGTON, February 1 (PTI): Noting that India is increasingly getting concerned about China’s posture on its border, a top US intelligence official on Wednesday said that the Indian Army is strengthening itself for a “limited conflict” with China.
“Despite public statements intended to downplay tensions between India and China, we judge that India is increasingly concerned about China’s posture along their disputed border and Beijing’s perceived aggressive posture in the Indian Ocean and Asia-Pacific region,” director of national intelligence James Clapper said in his prepared testimony before the Senate Select Committee on intelligence.

“The Indian Army believes a major Sino-Indian conflict is not imminent, but the Indian military is strengthening its forces in preparation to fight a limited conflict along the disputed border, and is working to balance Chinese power projection in the Indian Ocean,” he said. India, Clapper said, has expressed support for a strong US military posture in East Asia and US engagement in Asia. He said China in 2011 appeared to temper the assertive behavior that characterised its foreign policy the year before, but the internal and external drivers of that behavior persist.

“Moreover, although Chinese leaders have affirmed their commitment to a peaceful and pragmatic foreign policy – and especially to stable relations with China’s neighbours and the rest of the world – Beijing may take actions contrary to that goal if it perceives that China’s sovereignty or national security is being seriously challenged,” he said. Many of Beijing’s military capability goals have now been realised, resulting in impressive military might. Other goals remain longer term, but the Chinese army is receiving the funding and political support to transform it into a fully modern force, capable of sustained operations in Asia and beyond, he said.

New Delhi, Feb 2 (IANS) Delayed payments of wages under the rural job scheme are a cause of concern, Prime Minister Manmohan Singh said Thursday as Congress chief Sonia Gandhi stressed that complaints of corruption about the UPA government’s flagship scheme cannot be ignored.

Addressing an event to mark six years of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the prime minister said the potential of the scheme that guarantees a member of a rural household 100 days of employment in a year has not been fully realised.

“There are many challenges in implementation of MGNREGS. The biggest worry is delayed wage payment to workers,” the prime minister said.

“They should get it within 15 days. We need to expand the reach of banks and post offices to do it,” the prime minister said.

Rural Development Minister Jairam Ramesh, in his address, responded to the concerns raised by the prime minister and the United Progressive Alliance chairperson and said that measures to improve the MGNREGS will be announced by next month.

The prime minister, who inaugurated the conference, expressed confidence that the issues in implementation of the scheme will be sorted out.

“We feel what was the basic purpose of MGNREGA and its potential has not been reaped fully,” he said.

He said the poor come under debt due to delayed wage payments in the rural job scheme, and urged the state governments to address the issue of shortage of manpower in verifying the muster rolls and works done under the scheme.

The prime minister congratulated Ramesh for implementing the job scheme in Maoist areas and said playgrounds for children can be built under the scheme in these districts.

He said the government was allocating around Rs.40,000 crore annually for the scheme despite financial difficulties.

In her address, Gandhi said the talk about improving the MGNREGS was taking place for quite a long time and time has now come to implement the suggestions.

“We cannot ignore the complaints that are coming regarding the irregularities and corruption in the scheme,” she said.

Gandhi said she was happy that the CAG (Comptroller and Auditor General) will look into the expenditure under the scheme.

“Corruption in MGNREGA is great injustice to the country and a crime,” she said, adding, “there is unfortunately an apathy towards it (the scheme) in some states, especially those which are considered poor.”

She said panchayats had a role in implementing the scheme and the grass roots organisation should be empowered.

Gandhi said the scheme has helped arrest migration from the affected parts of the country as people were getting jobs closer to their homes.

Officials said the ministry has been working on the suggestions to expand the job scheme to cover irrigation and its convergence with total sanitation campaign.

DIMAPUR, Feb 1 (TSE): The National Socialist Council of Nagalim (I-M) yesterday celebrated its 32nd raising day at its council headquarters, Camp Hebron, 35km from Dimapur.

NSCN chairman Isak Chishi Swu today unfurled the Naga flag and reminded the members how the outfit was formed after the Shillong Accord. NSCN general secretary Thuingaleng Muivah also spoke at the function.

He reminded the members that it was on this day that a correct decision had been taken. However, he expressed regret that the foundation of the outfit was growing weaker.

Muivah emphasised the need to make things right with God for salvation.

On January 31, 1980, Swu, Thuingaleng Muivah and S.S. Khaplang formed the NSCN after the Naga National Council (NNC) signed the Shillong Accord in 1975 and unconditionally decided to accept the Constitution of India when some of its top leaders and cadres were still in China for training.

After many fratricidal killings among the cadres of the NNC, the trio formed the NSCN at Nokpa in Burma (eastern Nagaland). However, the NSCN split in 1988 with Swu and Muivah leading one faction and Khaplang the other. Swu said they had formed the outfit after the failure of the NNC to rise up to the occasion to save the “Naga nation”.

He said there was a terrible crisis after the Shillong Accord but God came to their rescue and showed them the way to form the NSCN to spear-head the Naga struggle.

Subsequently, the outfit was able to win support on the home front and at the international level, Swu said. The Unrepresented Nations and Peoples Organisation, The Hague, recognised the NSCN and other international contacts were also established.

All the brigades and battalions across the Naga-inhabited areas celebrated the raising day. Swu and Muivah categorically warned their members to abstain from indulging in corruption and accumulating disproportionate assets at the cost of the people’s good-will.

They had said the members of the outfit who indulged in corruption had distanced themselves from the people and the main cause of the Nagas. Currently, the two NSCN leaders are holed up in Camp Hebron after the Centre imposed restrictions on their movements. The outfit has warned that the Naga peace process was already in peril and said they were ready to face any fallout.

Numerous fans rushed to the field after their home team from Port Said, Al-Masry, defeated Al-Ahly, one of Egypt’s top clubs from Cairo, 3-1, reported RIA Novosti.

They first clashed with rival fans of the Cairo-based club and then attacked the players and coaching staff from Al-Ahly. The attack resulted in a stampede at the stadium, which was attended by some 40,000 people that night.

A spokesperson for the country’s health ministry said most of the deaths were caused by injuries sustained in the stampede, concussions and deep cuts to the heads.

Another football game between Al-Ismaili and Zamalek teams in Cairo was called off after the news about the melee in Port Said broke out. Cairo fans angered by the violence in Port Said set the stadium on fire. National television reported that firefighters extinguished the blaze and no one was hurt.

The Egyptian Football Association has ordered to postpone indefinitely all matches of the country’s championship and the parliament has called for an emergency session Thursday.

The Supreme Council of the Armed Forces (SCAF), which currently holds power in the country, dismissed the governor of the Port Said province and the head of the province’s security department.

Egypt’s state television appealed to all Egyptians to help in donating blood for the injured people in Port Said and the military allocated two aircraft for transporting those with serious injuries to hospitals in Cairo.

FIFA President Joseph Blatter called the tragedy in Port Said “a black day for football” saying that “such a catastrophic situation is unimaginable and should not happen”.

“I am very shocked and saddened to learn this evening that a large number of football supporters have died or been injured following a match in Port Said, Egypt,” he said in a statement.

The violence in Port Said is the deadliest in football after 1996 events in Guatemala City, when some 80 people were killed and 180 injured in a stampede at a stadium before a World Cup qualifier between Guatemala and Costa Rica.
