“The doctors’ opinion based on the histopathalogical and forensic reports which were received by us late last night, show that it is not a case of murder or culpable homicide,” Superintendent of Police Bangalore Rural District, D Prakash told PTI.

Quoting the doctors’ report, he said, “Visible injuries noted at the time of post-mortem examination, both external and internal are individually or collectively, not sufficient to cause death.”

According to the report, he said, chemical examination revealed the presence of paracetamol to the extent of 27 mg in the blood, which is not sufficient to cause death.
The expert opinion from the pathology department revealed “there is a pathology in the heart, which has started well before the usual age, probably due to hereditary cause”.
The doctors’ report further says “based on the facts available, opinion as to the cause of death is undetermined”.

However, based on the opinion furnished by the pathology department, further examination of the heart may throw more light on the disease of the heart, the report said.

Prakash said the doctors’ report shows that it was not a case of murder or culpable homicide, adding “however, further investigation into the case is on”.

Nineteen-year-old Richard, a second semester student of Acharya NRV School of Architecture, was found dead on his hostel bed on the afternoon of April 18.

While police initially termed it as a “death under mysterious circumstances”, his parents alleged it to be a case of murder.

The death sparked off nationwide protests with students demanding justice for Richard.

Meanwhile, Potsangbam Dhanakumar Singh, an IPS officer deputed by Manipur government as liaison officer to assist Bangalore Police in the case, said the final autopsy report by a team of doctors ruling out physical injuries leading to his death can be questioned in a court of law.

Victoria Hospital doctors, who submitted their final findings to city police, have indicated cardiac ailment as the cause of death.

“The doctors are of the opinion that he died of heart ailment, which can be questioned in a court of law,” he told PTI.

Dhanakumar said he would submit a report to Manipur government about the recent development in Richard Loitam case before deciding on next course of action.

To a question, he said it was left to Bangalore police to decide whether to close the case or not.

While interacting with the media person at Hotel Imphal auditorium at around 7:20pm Minister Oken in a simple and brief informal while addressing the varied media personalities of the state admit the sorry state of the education system and pointed out school building are constructed where there is no need while ignoring demand for constructing the same in other areas.

Lambasting the “contractor culture” in the education system, he said,  “We must think of the future. Change in both hills and valley can be brought about through education.”

The minister’s statements’ came at a point when parents have lost  trust in government-run schools and are either sending their children outside the state or opting for private or missionary-run schools.

Oken also appeals the media fraternity for suggestion to uplift the education scenario of the state so that a more comprehensive and systematic changes in education could bring about. The Education minister also informed the media that a new website Manipur school service was launched recently.

According to Annual Status Education Report 2010 conducted by an NGO ‘Prathan’ and released in 2011, Manipur with 66.1 per cent children between the age group of 6 to 14 opting for private schools instead of government school, topped the list in the country. The ministers’ statements also came in the wake of series of exposes by various student bodies who have taken on themselves the task of inspecting the schools.

In the most recent drive jointly carried out by DESAM and SWAK,  teachers in several schools under Wangoi Zonal Council were found absent leading to students skipping classes. “Raids” are carried out  by student bodies on a routine basis to expose the school education system in Manipur. The student bodies have also put a cap on the fee  structure in the private schools. The task before the education minister, under such circumstances, is challenging to say the least.

Sangma’s pitch for a tribal candidate found support first from Biju Janata Dal (BJD) leader Patnaik and AIADMK’s Jayalalitha, in a move which could see more regional leaders join hands with the two.

Sangma is, however, yet to get the support of his own Nationalist Congress Party (NCP). The Congress did not react Thursday to the BJP-AIADMK move while the BJP said it wanted to see the NCP’s reaction.

Sangma is believed to have met BJP leaders Arun Jaitley and Sushma Swaraj to elicit their support.

“We will support Sangma. He is the most appropriate candidate for the post,” Patnaik said in Bhubaneswar.

Jayalalithaa issued a statement in Chennai backing Sangma, who quit the Congress in 1999 after accusing party president Sonia Gandhi of being a “foreigner”.

Jayalalithaa said: “The AIADMK takes pride in supporting the candidature of Sangma.”

She said in the past 60 years of the Indian republic, no tribal had held the top post. “Sangma not only belongs to a tribal community but is also eminently qualified to be the president of our great nation.”

Both Patnaik, who recently visited Chennai, and Jayalalithaa said they had discussed the issue with one another.

Sangma said he was grateful to Patnaik and Jayalalithaa for being “very responsive to our tribal aspiration”.

“I appeal to leaders of all other political parties to follow suit and support our cause,” he told NDTV.

Sangma insisted that he represented India’s tribal voice, and that tribal MPs from all political parties were with him.

Neither the Congress-led United Progressive Alliance (UPA) nor the Bharatiya Janata Party-led National Democratic Alliance (NDA) can get their nominee elected as president on their own strength.

The two names doing the rounds as possible Congress candidates are those of Vice President Hamid Ansari and Finance Minister Pranab Mukherjee.

Although the Congress has been in talks with the NCP, Trinamool Congress and the DMK and informally even with the Left, it has not made up its mind.

The BJP, which does not want to support a Congress candidate, has said it will reveal its preferences only after talking to its allies.

Asked about Mukherjee’s prospects, Sangma said: “He is a very highly qualified candidate for any post, even for prime minister. He should become the prime minister.”

“But like him, there are so many others who are very qualified and so many others who have occupied the post. But this time the president should be from the tribal community.”

Sangma’s entry into the race is likely to provide parties in the UPA an opportunity to bargain hard with the Congress.

The presidential election, to elect a successor to Pratibha Patil, is due in July.

New Delhi, May 17 (ANI): Former Lok Sabha Speaker P.A. Sangma on Thursday welcomed the decision of Tamil Nadu Chief Minister J. Jayalalithaa and Orissa Chief Minister Naveen Patnaik to back him for the president’s post, and urged the leaders of various other political outfits to also support him.

Expressing delight over the backing of two influential chief ministers of the country, Sangma said: “I am very very grateful to both the Chief Ministers of Tamil Nadu and Orissa. And on behalf of myself, on behalf of the entire tribal population of the country, which is more than 100 million, I would like to express my gratitude.

When asked whether the nation could hope to get a first president from northeast, Sangma said: “Well, it is not only northeast, we had one president earlier Mr. Fakhruddin Ali Ahmed had come from northeast. Region wise, I think we had been there once, but as a community tribal so far nobody has become president.”

“Though people belonging to Scheduled Caste, people belonging to Sikh community or Muslim community had already become (president). So, we thought that we should also have a share of it,” he added.

To a poser on whether he was hopeful about leaders of various other political outfits supporting him too for the president’s post, Sangma said: “I would like to appeal to leaders of all political parties to support the cost of tribals as Madam Jayalalithaa and Mr. Naveen Patnaik has done. I appeal to all political parties.

When asked to comment on the Congress and the Bharatiya Janata Party (BJP), who have not yet opened their cards on this issue, Sangma said: “We have been meeting leaders here and there. We have continued to meet the leaders of different political parties. I have not met Mr. Naveen Patnaik, but I have talked to him on telephone twice. But day before yesterday, we had met Madam Jayalalithaa.”

“Before that we met the Leader of Opposition in Lok Sabha and Leader of Opposition in Rajya Sabha. We have also met the BJP President. We have sent our request to meet in a delegation to Congress President Madam Sonia Gandhi and the same request is with Mr. Sharad Pawar, who is the president of NCP,” he added.

Sangma, who is at the moment leaving no stones unturned in ensuring that the President must be from the tribal community, further said he does not represent any political party as of now.

“Now, as of today, we are not representing any political party. We are going as a one community that is the tribal community. So, it has nothing to do with political parties as yet. Now that two political parties have come out with their support, we appeal to other political parties also to support us,” he said.

Current incumbent Pratibha Devisingh Patil’s term ends on July 25 this year. She was sworn-in as the 12th president of India on July 25, 2007.

The president is the constitutional head of the country and also the supreme commander of the armed forces. (ANI)

He also appealed the regional parties in the northeast to press the Election Commission for use of EVMs with paper printouts, which, according to him, will doubly ensure the real mandate of the people is honoured.

Speaking as the chief guest at the 9th triennial conference of the AGP here, Zoramthanga blamed the ruling Congress-led central government for manipulating the EVMs across the country, particularly in the northeast.

“The Congress won the elections in 2008 in Mizoram and in 2011 in Assam. But the main trickster is the EVMs. They have manipulated the EVMs and that is the reason that the Congress could predict in Mizoram that they would win 32 out of 40 assembly seats in Mizoram — which they did,” he said, alleging “a similar trick” was carried out in Assam as well.

“I have been winning consecutively for 21 years in my constituency and in all the elections in Mizoram, the margin of winning candidate is maximum 500 votes. In 2008, when I was height of power as chief minister, I was defeated by over 1,000 votes. Anyone can analyse the results and find out that it is the result of manipulations in the EVMs,” he said.

“We have taken up with the EC for the use of EVMs with paper printouts and I hope the AGP will also press the EC over the same,” said Zoramthanga while appealing all the regional political parties to press the EC on the same issue, so that the Congress cannot manipulate election results in future.

The veteran politician also appealed for better coordination among the regional parties in the northeast to prevent the “onslaught” of national parties.

“The MNF as well as the AGP are the symbols of nationalism in their respective states. The political parties who are born out of the womb of Delhi should not have a place here and then only we would be out of the hegemony of Delhi,” he said.

Terming the national political parties as “guests” in the northeast, he said: “In Mizoram, we (MNF) are coming back to power in the next elections. In Assam too, I want to see a government formed by the owners of the land and not by the ‘guests’.”

“We must close our doors to the guests now before they uproot us,” Zoramthanga said while stressing that it was the need of the hour that the regional forces unite in the region.

Mizoram used barely 10 per cent of funds allocated by DoNER

Press Trust of India / New Delhi May 17, 2012: Slow implementation of projects and not fund crunch seems to be the reason for lack of infrastructure development in the northeastern state of Mizoram, statistics given by the Centre indicate.

Minister for Development of the North Eastern Region (DoNER) Paban Singh Ghatowar today presented figures in the Rajya Sabha according to which the state could only utilise Rs 1,684 crore in the last three years out of Rs 11,304 crore released by the DoNER Ministry.

Replying to a question, Ghatowar said his Ministry had released a total of Rs 3,191 crore for nine projects in the education sector to the state under the Non-Lapsable Central Pool of Resources (NLCPR) scheme in the last three years out of only Rs 60 crore has been utilised.

In the health sector, the Ministry released Rs 220 crore for two projects in the last three years but the state has not been able to utilise the funds, as per figures presented by the Ghatowar in the Rajya Sabha.

Similarly an allocation of Rs 2,434 crore was made to the state under the NLCPR scheme for miscellaneous projects but only Rs 466 crore has been utilised.

The Ministry had given a total of Rs 513 crore to Mizoram in 2009-10, 2010-11 and 2011-12 but the state has not been able to utilise the funds.

According to the statistics, the state received a total allocation of Rs 3,393 crore in the same period out of which only Rs 759 crore has been utilised.

The DoNER ministry provides central assistance for developmental projects in the northeastern region under NLCPR scheme. The North Eastern Council also sanctions projects for the region.

World Bank to give Rs 13,000 cr for powergen in North East, Projects to be executed by Power Grid Corp

Press Trust of India / Silchar May 17, 2012: World Bank would give Rs 13,000 crore for infrastructural development of power generation facilities in the North East which would be executed by Power Grid Corporation of India (PGCIL), a company official said.

PGCIL Chairman-cum-Managing Director R N Nayak said here today the company was keen to improve the power scenario in the region and had executed several long-term and short-term projects in it.

Nayak was on a visit to the newly built 400/132 KV power substation at Srikona, near Silchar town which was completed by PGCIL in 14 months and it would start functioning by May 31.

“The station will receive 726 MW power from Palatana in Tripura and this will be distributed to Assam, Tripura, Meghalaya, Manipur and Mizoram which will greatly improve the power scenario of the region,” he added.

The PGCIL is building an 800 KV substation in Arunachal Pradesh and another substation at Byrnihat in Meghalaya, which is nearing completion, he added.

According to sources, the perpetrator identified as Genjamung, 41 son of Vungzatun of Zogam road at Vengnuam New Lamka had called the husband to fix an electric wire at his residence.

While the husband was busy fixing the wire, the perpetrator went out on some pretext and headed straight for the victims residence and tried to rape her, the source added.

In the meantime, the husband also returned and found his house locked. He went to his neighbor to see if his wife was there.

He came back and heard his wife’s yelling for help. He rushed in and managed to save her from the perpetrator, the source added.

The locals who had gathered by that time gave the perpetrator a lesson.

‘Ceasefire with Myanmar is a historic achievement for Nagas’

Times of India | TNN | May 16, 2012: The ceasefire between NSCN (Khaplang) and the Myanmar government may not have gone down well with the Centre, but the militant outfit believes that it was a historic achievement for Nagas in Myanmar, who are now free to live in their own territory without fear of being attacked or harassed by the ruling junta.

Wangtin said though Nagas are the dominant population in some districts in Myanmar, Sangiang and Kachin is yet to be returned to their people. He said: “Nagas have autonomy in Lahe, Layse and Nanyang in Sagaing region and we are looking for self-administration in more Naga-populated districts in Kachin.”

The existence of dual polity with the centre as a sovereign body and the units at the periphery, each endowed with power to be exercised within their respective sphere, live in harmony, respecting each other, tolerate and cooperate in its influence and promote the spirit of Zomi fraternity to achieve the goals and aspiration of ‘swaraj’ are the essential basic structure of the Zomi federalism. No unit is subordinate to the other; however, the authority of one is coordinate to the other. A well define, clear cut authority and power assigned to the respective unit without interfering in others internal affairs or jurisdiction is the basic tenets of a healthy federation.

Zomi movement began way back in 1970’s under the aegis of Zomi National Congress (ZNC). Though it garnered an overwhelming support of the masses, due to political unconsciousness or myopic vision, a well-established structure was not formulated. Nevertheless, it laid the foundation of Zomi federalism of what we proudly maintained today. The pan-Kuki policy initiated by the extreme Kuki leaders of Kukinising us by means of coercion led to the revival the historic Zomi movement, yet successfully achieved. Restoring the past glory of our ancestors was costlier than expectation. Consciously or unconsciously, on this day of 1st October 1998, the Memorandum of Understanding (MOU) signed by the KUKI and ZOMI leaders finally laid and strengthened the first of its kind- Zomi federalism in the world.

Dr. BR Ambedkar said, “Indian federalism can be unitary as well as federal according to the requirement of time and circumstances”. Due to the fissiparous tendencies dangerous to the new nation as well as drawing example from the past history where the federating units uprooted and revolted against the centre when the later was weak, the framing father of India constitution gave a strong hand to the centre government. However, our federalism is different from that of India’s federalism. While the effective administration, independent policy, protecting its citizens and settling disputes are noteworthy in several counts, unlike USA/Canada federation, Zomi federation failed to achieve the desire result, fulfil the expectation, aims and aspirations of the people. There is no division of power between the centre and the units. Interfering in others unit’s internal affairs was rampant and unilaterally settling disputes which are not even forwarded by the federating unit. Exercising power beyond the centre’s jurisdiction can lost the credibility of the federation and further deteriorate its administrative authority in future.

The unspoken provision/convention was made where the ZRO occupied the centre of power and the units existed in the periphery. Being the core of the federation, the centre should assign some authority to the units. While maintaining law and justice, the centre should not consider any cases or disputes and matters directly put forward by the individual. It would rather act as the highest court of appeal in which the decision taken by them shall be final and binding. In the election of the federating units, the centre should show impartiality, indeed, should send an observer in the election. The elected leaders should be accountable to their people in particular and the centre (Zomi) in general.

Similarly, election in MLA/MDC should be at the disposal of the particular unit occupying the demarcated constituency. The centre should not be showing any favouritism to any candidate nor they canvass or lobby for them. For healthy administration and effective functioning of an office within a particular unit, the latter should be financially sound. Leaders of a federating unit cannot be a beggar to any individual whether weak or strong, rich, poor or powerful. Therefore, it’s an imperative that the unit should have the candidate of their choice for MLA/MDC election which are to be forwarded to the centre for approval. As an important pillar of the federation, the centre should consider and support the candidate chosen by the unit. Any candidate who opposes the whips of the unit shall not be tolerated. The elected candidate shall work for the people as a whole, by bridging the decayed relationship, reform Zogam, promote the spirit of brotherhood and put their heads together striving for ‘GREEN ZOLAND’.

In the wake of recent MDC election, the implementation of Zomi federalism raised a number of questions from different quarters- whether our federation can be put into practical or remains as a theoretical concept. Would it be a failure on the part of the unit by not choosing a candidate or failure of the centre to consult the unit remained a speculation. As per our tradition, apex body/ tribes administrative body was the highest authority, representing the entire community. No individual dare to defy, question or challenge its authority, powers and influences. But as we are politically conscious, striving for greater goals has bonded us to be a part of the federation. In course of time, when the centre unilaterally acts without respecting or consulting the federating units, the latter move backward rather than forward. The sacrifice made by the units should not be at the cost of their traditional powers and authority exercised within their respective administrative jurisdiction. Furthermore, favouritism shown to an individual paid a heavy price to the unit in which the former undermine the traditional apex body which was time tested and revered by the community.

Therefore, for a healthy federation, the centre should shed their myopic vision. Considering that the centre-units swim and sank together, the unit should be made at the core of their decision, yet they are the haemoglobin of the federation. Our journey is long and we have travelled far enough but the federating units may not travel till the end of the journey if their powers are constantly curtailed. Like any other great journey, for sure, we will have our moment of triumph and glory, as well as share our sorrows and travails. Nevertheless, we will overcome the obstacles and cross over different hurdles as long as we pledge to uphold the spirit of solidarity, respect each other’s authority and firmly believe in our goal- Zoland.
