Manipur Outer Constituency, Nine submit papers, so far

IMPHAL, Mar 30 : Till today, nine candidates have filed their nomination papers for the Outer Manipur Parliamentary Constituency while an independent candidate has filed nomination papers for the Inner Lok Sabha seat. Those who filed their nomination papers today were independent candidates Rose Mangshi Haokip, Thangkhagin and Lalammoi Paite and Jamkhongam Hao-kip of RJD. LB Sona of NCP, Loli Adanee of BJP, Thangso Baite of INC, Mani Charenamei of PDA and independent candidate Valley Rose Hungyo have already filed their nomination papers.

For the Outer Parliamentary seat, scrutiny will be held tomorrow at the office of the Returning Officer.

Meanwhile, Abdul Rehman today submitted his nomination papers as an independent candidate for the Inner Lok Sabha seat to the DC Imphal West who has been appointed RO of the Inner Parliamentary constituency.

On the other hand, the NCP has reiterated its support to MPP in the upcoming Lok Sabha elections regardless of the fact that MPP has replaced Prof N Mohendro with former Union Minister Th Chaoba as its candidate in the Inner Manipur Parliamentary constituency.

In a sudden change of its poll strategy, MPP yesterday announced the name of Th Chaoba as its candidate after withdrawing the name of Prof N Mohendro nominated earlier.

“NCP will support the MPP candidate whoever he/she is”, said NCP general secretary K Saratkumar.
According to a pre-poll arrangement, NCP, the Manipur State Congress Party (MSCP) and the National People’s party (NPP) had vouched to support the MPP in the Inner Lok Sabha seat whereas the NCP candidate for the Outer Lok Sabha seat would be backed by MPP, MSCP and NPP.

Election campaign for NCP candidate LB Sona will be formally kicked off tomorrow in the seven Assembly segments which fall under the Outer Manipur Parliamentary constituency. A car rally through the seven Assembly segments will mark the opening function. After this, the campaign will be taken to Churachandpur, the home district of LB Sona, Saratkumar said.

Govt cracks 8449 whip

IMPHAL, Mar 30 : Taking serious note of reports that some Government Departments have drawn funds for schemes/projects and retained the same in the account of their respective DDOs, despite earlier instructions, the Finance Department has issued an official notification that such cases will be dealt under the Manipur Servants Personal Liability Act as frauds.

Talking to The Sangai Express an official source today said that it has been decided that funds which are not required for immediate disbursements should be deposited into Major Head 8449. The copies of the challans for deposit made till March 31 this year should be submitted to the Finance Department on or before April 10, said the source quoting the notification.

The notification issued by the Principal Secretary, Finance, further said that in all cases of Cheque Drawal Authority and drawal of funds from the Treasury for scheme, no part of the funds is to be kept in the form of Bankers’ cheque or is to be deposited in the accounts of the DDOs.
The notification also decreed that no Scheduled Bank conducting transaction on behalf of the Government should honour any cheque (except those related to salary and endorsed to this effect on the back of the cheque under the signature of the DDO) drawn for deposit into the accounts of any DDO.

Anyone found violating the order of the Finance Department will be dealt with under the Manipur Public Servants Personal Liability Act, 2006 as cases of fraud.

Contractors threaten to boycott LS polls

Imphal, Mar 30: Asserting the pending bills of the contractors and suppliers of the Electricity Department from December 2007 till date has not been passed by the concerned, the joint action committee (JAC) formed has warned to boycott the forthcoming Parliamentary elections if the bills were not passed at the earliest.

Addressing the press conference, the advisor of the JAC stated that if the Government showed indifference towards the problem of the contractors and the suppliers they would further seek the help of legal procedure.

During a press conference at the Manipur Press Club in Imphal Monday, the JAC also warned of a legal action against the concerned if the bills were not passed as soon as possible.

Condemning the very act of bill not being passed, S Jugindro Singh, secretary of the JAC informed that there was a pending bill of Rs 6.29 crores. He also condemned the words and statements of BS Chingtham, the Chief Engineer (CE) and informed the CE had challenged them even to a judicial procedure stating he would not release the bills of the works that were done outside his tenure as the CE.

Terming the statement of the secretary as unfortunate, S Jugindro Singh alleged corruption against the CE stating the CE had collected money from the general public in the name of repairing transformers and even collected money from the government in the name of hiring vehicles and houses but no work being done.

In this regard, the secretary also appealed the concerned authorities, the chief minister and the power minister to assist the JAC in passing the pending bill.

Vice-president of the JAC, W Gopal, informing the contractors and the suppliers had worked for the development of the state for the last 5-10 years, condemned the CE for his harsh words he had used against the ‘old contractors and suppliers’.

It is a sign that he is supporting only the new contractors and suppliers, the vice president added and warned that over hundreds of contractors and suppliers would protest against the CE and would even go to the extend of boycotting the Parliamentary elections if the CE did not undertake positive steps regarding the matter.

In connection with the Lok Sabha election to be held two-phases in the State, AICC general secretary Rahul Gandhi would be arriving on a day-long visit here on April 2. Ahead of his proposed visit, an advanced team of SPG has arrived here today. On his arrival at Imphal, Rahul Gandhi would be addressing an election meeting of the Congress party at Hafta Kangjeibung. The SPG team today inspected Hafta Kangjeibung. Meanwhile, issues related to kicking off the election campaign of the party and to ensure the success of the party candidates have been discussed along with CLP members at the Chief Minister’s bungalow today. However, further details of the meeting which continued till late into the evening are not available. The MPCC (I) in the meantime has also invited AICC chief Sonia Gandhi and Prime Minister Dr Manmohan Singh to campaign for the party here, but official confirmations are yet to be received from Delhi.
