Charter of Demands of JAC of AMTUC & AMEGEO, Manipur

Subject :- Charter of Demands of JAC of AMTUC & AMEGEO, Manipur.

Hon’ble Sir,

This JAC of AMTUC & AMGEO, Manipur, the Apex Body of State Government Employees and Pensioners, in its meeting held on Friday the 26th September 2008, at Kuki Inn Imphal, do hereby adopted (Unanimously) the resolution of implementing in toto to the State Government Employees of Manipur the rules made under the 6th Pay Commission Report adopted by the Central Government, effective from 01.01.2006

It is pertinent to the state that the Government of Manipur Finance Department (Pay Implementation Cell), in exercising of the powers conferred by the Proviso to Article 309 of the Constitution, have made the Rules Called the Manipur Services (Revised Pay) Rules, 1999 to be adopted to the State Government Employees vide Notification No. 1/115/98-PIC dated the 11th January, 1999 in conformity with the rules made under the 5th Central Pay Commission Report adopted by the Central Government.

It is also worth submitted that as the pattern of Central Pay has been adopting in the State of Manipur since the 4th Pay Commission and these rules called the Central Civil Rules (Revised Pay) Rules, 2008 has been implemented to the Central Government Employees effective from the 1stSeptember 2008 (Cash Payment), the same may pleased be implemented to the State Government Employees.

It is also humble prayer of the State Government employees that the Hon’ble Chief Minister, Manipur may take a concrete step in passing appropriate order/decision regarding the implementation of the Rules of 2008 preferably on or before the 15th day of October, 2008.

Similar terminal benefits may kindly also be implemented to the Pensioners of the State Government.

CHARTER OF DEMANDS

1. Adoption of “Accepted Recommendations of the 6th Central Pay Commission” in toto to the State Government Employees and Pensioners of Manipur.

2. The merger of 50% DA/DR with Basic Pay/Pension be effected from 01-04-2004 at par Central Government and due arrears be paid so as to save the loss of the state economy.

3. Payment of due arrears of

a) 4% DA/DR w.e.f 01-07-2003 to 30-06-2005 (24 months);
b) 5% DA/DR w.e.f 01-07-2006 to 30-09-2007 (15 months);
c) 6% DA/DR w.e.f 01-01-2007 to 30-09-2007 (9 months);
d) 6% DA/DR w.e.f 01-07-2007 to 30-06-2008 (12 months);
e) 6% DA/DR w.e.f 01-01-2008 to 30-06-2008 (6 months);

4. Rectification of Pay Anomalics (ROP 1975 be the base year of rectification) with review of Notification No. 1-12-2006-FD(PIC) dated 28-12-2006 and Classification of Posts by the scale of pay made equivalent to that of the scale of pay of the Central Government with a review of Office Memorandum No. 19-03-1999-FD(PIC) dated 28-12-2006.

5. Restoration of Die-in-Harness Scheme as per norms prior to the abolition of the scheme vide order No. 20-01-2005-DP dated 15-06-2002.

6. Fixation of Minimum Wages based on the Consumer’s Price Index 2007 and payment of arrears and Variable Dearness Allowances (VDA) w.e.f the adoption of CPI 2007.

7. Facilities such as Duty Allowance, Messing Allowance, TA etc. to the Home Guards of Manipur be paid equivalent to that of Home Guards of Delhi, Haryana, Goa etc.

8. Regularisation and Service Protection of genuine Ad-Hoe employees, Work Charged Employees, Casual and Muster Roll workers by framing a State Policy as per MoU signed between Government of Manipur and JAC of AMTUC & AMGEO on 26-06-2006.

9. Removal of monthly ceiling limit on withdrawal of General Provident Fund (GPF).

10. Patient Care Allowance to the Para Medical Staffs at par Central Government Employees.

11. To lift ban on direct recruitments of vacant posts in the departments and to fill up all the vacant posts (Direct/Promotional) on regular basis.

12. Posts under the Plan Heads of Centrally Sponsored Scheme (CSS0 be converted to the Non Plan Heads.

13. Extension of Service Age from 59 years to 60 years or at par Central Government.

14. A Task Force be established to give employments to the Educated and Uneducated unemployed youths of Manipur.

This Apex Body of the employees of the state would be grateful to your goodself in anticipation for kind consideration and favourable orders on the above demands of JAC of AMTUC & AMGEO, Manipur at the earliest in order to evade further complicacies.
